Lisa L. Dyer is a technology strategy and policy professional who prioritizes belonging & inclusion in her work. She has collaborated with global companies, small- and medium-sized enterprises, academia, civil society, think tanks, and foreign governments to achieve consensus in resolving challenges facing communities. She is passionate about promoting effective leadership and mentoring colleagues to advance their careers and fulfill their potential.
Lisa serves as a technology strategy and policy consultant. She previously worked as the first Director of Policy at the Partnership on AI. She led PAI’s policy and governance activities, collaborating with PAI’s nearly 100 Partner organizations and other key stakeholders to advance PAI’s mission of benefiting people and society. Lisa also represented PAI’s work to a global audience including the public and the policymaking community.
Lisa served as a U.S. Department of State civil servant from 2003 - 2018. She created and implemented policies on such issues as information and data sharing, privacy, intellectual property rights, export controls and the regulation of commercial satellite operations. She supported global counterterrorism activities and nations conducting rescue, recovery, and rebuilding activities subsequent to natural and man-made disasters. She achieved the rank of Captain in the U.S. Air Force, serving as a program manager and systems integrator for satellite, drone, and sensor technologies.
Lisa holds a Master of Arts in Management from the McGregor School at Antioch University, Yellow Springs, Ohio, and a Bachelor of Science in Political Science from the United States Air Force Academy, Colorado Springs, Colorado.
Originally from Lee's Summit, Missouri, Lisa also lived in Colorado, California, Ohio, and Virginia. To her delight and amazement, her career has taken her to all corners of the globe. She is most proud to be called daughter, sister, aunt, and dog mom.
